The Ministry of Transport’s touted 40-to-60 baht electric train fare cap through the EMV system for 2027 sits behind a legislative wall: 97 secondary laws are required.

Why it matters: The Jan. 1, 2027, launch date is likely aspirational; expect the figure, calculation method and timeline to shift before anything rolls out.

State of play: Officials say 20 sub-regulations are needed to support the Common Ticketing Act, plus 77 for the Rail Transport Act to govern standards and revenue.

Reality check: Unifired fares also require single ownership. The state must buy back concessions from the BTSC and the BEM — negotiations that haven’t begun.

PUBLIC HEALTH

1. 💊 BMC: City prioritizes dogs over rehab

The city’s only drug rehabilitation facility, Baan Pichit Jai, is decaying while pet shelters receive modern upgrades, a councilor pointed out, raising questions over priority.

Why it matters: The center has 60 beds and takes 300-400 people a year. Critics said the scale remains insufficient for the city’s addiction problems, leaving low-income residents with no options for help.

By the numbers: There are currently 25 residents undergoing treatment at the facility. Treatment cycles run two to four months.

The other side: Deputy Gov. Tavida Kamolvej said the city has earmarked 301 million baht for the 2027 fiscal year for a major overhaul of the facility. The project will add 20 beds and modernize the space.

Zooming out: Bangkok’s drug treatment has three tracks: outpatient care at health centers and hospitals for over 4,000 medication-based cases, long-term inpatient stays at Baan Pichit Jai and psychiatric referrals to specialized facilities for co-occurring disorders.

Flashback: The city opened 20 Khao Mai Plus Clinics last June, offering treatment and habilitation for all types of drug and nicotine addiction.

2. 💼 Council pushes for ‘bridge jobs’

The Bangkok Council wants City Hall to provide more vocational job training for an aging population.

Why it matters: Adults over 60 now make up 26% of the Bangkok population. In some districts, such as Sathorn and Phra Nakhon, that number has already topped 30%.

Driving the news: Sathorn Councilor Arnuparb Tarntong is calling for more training that leads to “bridge jobs” — flexible, low-stress roles that keep retirees socially and physically active and bring them income.

Between the lines: While the city already runs courses like barista training, pet grooming and electrician training, councilors want to see ones they said are a better fit for retirees.

The wishlist: Suggestions include digital literacy to prevent cyber scams and content creation training to bridge the generational gap.

What they’re saying: Agreeing with the push, Gov. Chadchart Sittipunt said these trainings must lead to skills that can actually compete in the market to be effective.

4. ☁️ Clock ticks for Clean Air Bill

The legislative window for the Clean Air Bill is facing a deadline: the Cabinet must revive it by May 13, or the process resets.

Why it matters: The bill targets pollution at the source via the “polluter pays” principle. It also decentralizes authority to municipalities to manage seasonal smog.

Flashback: While the bill passed the House pending Senate review, it failed when Parliament was dissolved.

State of play: The cabinet has a 60-day window from the start of the Parliamentary session to save pending bills. The Clean Air Bill is one of 24 priority bills (out of 106) the Cabinet has signaled it intends to push forward.

Zooming in: Bangkok Chief Sustainability Officer Pornphrom Vikitsreth said the bill would let officials suspend high black-smoke vehicles instead of just issuing warnings, enable taxes on polluters and allow the city to coordinate burning reductions beyond city limits.

The quote: “Clean air is not a luxury,” Pornphrom said. “It’s a basic right for everyone, and it’s time for the law to keep up with the problem.”

SUSTAINABILITY

5. 🛶 Upcycling the canals: Diesel to electric

Decommissioned diesel boats are being repurposed into electric prototypes for transport and maintenance, in a partnership between Bangkok, the Bang Mot community, King Mongkut’s University of Technology Thonburi and the Netherlands.

Why it matters: The vessels cut energy costs by 60%, eliminate the diesel smoke and PM 2.5 soot common in Bangkok’s canals. The project also promises a quieter environment for residents along the canals.

Zooming in: The boats use repurposed parts, including old motors from Wuling EVs and battery cells salvaged from used Teslas and BMWs. They’re designed so that canalside communities can maintain them using locally available spare parts.

What’s next: The prototypes are currently powering “green tourism” initiatives in Khlong Bang Mot. Officials plan to scale this model to other canals across the city.
